    City of Chester, PA - First Time Homebuyer Program (HAP) City of Chester - FHA and VA - Up to $5,000 in assistance. First time homebuyer requirement. The borrower may NOT contribute more than 10% (5% own funds / 5% CEDA funds). May not have more than $10,000 in liquid assets.
